Diia.City United has initiated a series of regular closed meetings that bring together Diia.City United participants with the international community. The format of “Dialogues: Ukraine-World” serves as a platform for open communication between technology businesses and global partners, where we delve into key challenges and explore opportunities for investment and reconstruction in Ukraine.

On April 11th, Priscilla Tofano, the Resident Representative of the IMF in Ukraine, met with members of the Association.

We discussed issues directly affecting the activities of the Association participants and the entire technology sector. Special attention was paid to reforms in tax and financial regulation that are crucial for business, as planned within the framework of the Memorandum between the IMF and the Ukrainian authorities.

Gig Economy:

We discussed the introduction of taxation of digital platform income under DAC7, as outlined in paragraph 23, part 3 of the aforementioned Memorandum. We stressed the need to simplify the registration procedure for self-employed persons under this initiative, a process that is already underway in Europe. After all, a simple tax system is fundamental to transparency and compliance.

Cryptocurrencies and Digital Assets:

The critical need for clear and industry-friendly laws governing virtual assets was highlighted. We agreed to continue discussions on virtual asset regulation with the IMF team to present a unified business position.

Next Steps:

The technology sector will continue this exchange of views with IMF staff, as well as with the Ministry of Finance, the National Bank and other government stakeholders. We invite members of the Association to join the Task Force working groups to further discuss and develop proposals on tax reforms and regulation of virtual assets.
