In partnership with the Ukraine-Moldova American Enterprise Fund (UMAEF), the Ministry of Digital Transformation of Ukraine, and the research firm Advanter Group, Diia.City United is initiating a landmark study Ukraine’s Tech Sector as a Core Driver of Economic Resilience and Recovery.

Our primary objective is to conduct a rigorous assessment of the industry’s current state and evaluate the impact of the Diia.City’s framework for its development. 

We will benchmark Diia.City against similar special tax and legal regimes in Central and Eastern Europe. Our goal is to provide a definitive answer to a vital question: is the Ukrainian jurisdiction successfully competing for tech talent and investment?

The Context: Navigating Global Competition

The Ukrainian tech ecosystem operates in a fiercely competitive global market. Neighbors like Poland, Romania, Estonia, and Lithuania are systematically implementing tax incentives and developing specialized regimes to attract human capital and capital investment.

To maintain and strengthen the position of Ukrainian tech businesses on the international stage, we need an objective, realistic assessment of where we stand. 

As global business models transform and Ukraine makes progress toward European integration and economic recovery, decision-makers should ground their choices in reliable, evidence-based foundations.

We are working with our partners to produce a detailed report that clearly shows business needs and market trends.  

The study will focus on four key pillars:

  1. Economic Impact: Uncovering the real structure of employment, tax contributions, and export dynamics.
  2. Barriers & Incentives: Identifying the regulatory, financial, and legal factors that either hinder business scaling or facilitate investment attraction.
  3. Investment Climate: Analyzing risk factors and the decision-making criteria used by both international and domestic investors.
  4. International Benchmarking: A comparative analysis of tax and legal conditions in Ukraine versus 7–10 competitive tech ecosystems across Europe.
  5. Modeling: Based on the findings, we will map out development scenarios for Ukraine’s tech sector.

Our Approach: Transparency and Independence

Diia.City United guarantees the transparency and objectivity of this research. All stages of data handling — collection, processing, and interpretation — are carried out by an independent, professional research team to eliminate external pressure and stakeholder bias.

This mixed-method study includes:

  • Quantitative surveys of 400+ tech companies.
  • In-depth interviews with 32 founders.
  • Surveys of 30 representatives from Venture Capital and Private Equity funds.

Note: participation is open to both Diia.City residents and companies operating outside the framework.

The Expected Outcome
